Repeals and replaces section 210.211, RSMo, relating to child-care facility licensing requirements.

Adds section 210.247 allowing counties of the third or fourth classification to opt out of state child-care licensing regulations (sections 210.203 to 210.245) by affirmative vote of the county governing body.

Permits counties that opt out to adopt their own regulations regarding child-care facility licensing through ordinance or order.

Maintains existing exemptions from state licensure for small family care (four or fewer children), court-appointed guardians, religious organizations, boarding schools, summer camps, and nursery schools.

Requires all child-care facilities not exempt from licensure to disclose their licensure status to parents or guardians and prohibits unlicensed facilities from misrepresenting themselves as licensed.
