Expands infrastructure system replacement surcharge (ISRS) authority to apply statewide as of August 28, 2014, removing the previous limitation to counties with charter government and over one million inhabitants.

Extends eligible infrastructure projects to include sewer systems and sewer-related work, including collecting sewer pipelines, service lines, and sewer main cleaning and relining projects.

Maintains ISRS revenue caps at a minimum of one million dollars annually but not exceeding ten percent of the water corporation's base revenue from its most recent general rate proceeding.

Requires water corporations to have had a general rate proceeding decided within the past three years to qualify for ISRS approval, and limits ISRS collection to three years unless a new general rate proceeding is filed.

Clarifies that ISRS authority applies exclusively to water and sewer corporations and does not apply to electric or natural gas utilities.
