Grants the State Capitol Commission sole authority to enter into contracts with vendors for selling items, food, and beverages at state capitol events commemorating anniversaries of the capitol and Missouri, subject to state contract provisions.

Grants the Commissioner of Administration sole authority to enter into contracts with vendors for selling items, food, and beverages at events held at the Missouri State Penitentiary historic site in Jefferson City, with permission to subcontract services.

Both contracting authorities and their provisions expire on December 31, 2024.

Creates the "State Capitol Commission Fund" to receive and hold moneys from private sources, gifts, donations, and grants, which shall not be transferred to the general revenue fund.

Authorizes the Capitol Commission to accept gifts, bequests, and donations; apply for grants; copyright or trademark capitol-related works; and license such works to generate revenue for capitol preservation and improvements.
