Repeals and reenacts section 210.1014, RSMo, to revise the Amber Alert System Oversight Committee's duties and composition.

Requires the committee to adopt criteria and procedures by January 1, 2015, to expand the Amber alert system to provide peace officer safety alerts for locating and identifying persons who have assaulted or injured a licensed peace officer and fled the scene.

Committee shall consist of ten members: seven appointed by the governor with senate consent (representing sheriffs' associations, police chiefs associations, and radio/television broadcasters), plus the director of the department of public safety (as chair), one highway patrol representative, and one department of health and senior services representative.

Committee members serve staggered four-year terms with first appointees having two, three, or four-year terms, and receive no compensation but are reimbursed for necessary expenses.

Committee is authorized to promulgate rules for Amber alert system implementation subject to chapter 536 rulemaking requirements.
