Creates a new "Board of Professional Midwives" within the division of professional registration with six members (five licensed midwives and one public member) to license and regulate certified professional midwives (CPMs) in Missouri.

Defines "professional midwife" as a person certified by the North American Registry of Midwives (NARM) who provides antepartum, intrapartum, and postpartum care; declares this practice is not the practice of medicine, osteopathy, nursing, or nurse-midwifery.

Establishes licensing requirements including current NARM certification as CPM, basic life support (BLS) and neonatal resuscitation certification, written disclosure to clients, and medical malpractice insurance.

Prohibits licensed professional midwives from prescribing drugs (except specific postpartum hemorrhage medications and neonatal prophylactic treatments), performing cesarean sections, using forceps or vacuum delivery, or performing abortions.

Amends birth certificate procedures to allow professional midwives to file and certify births without notary signatures; repeals previous midwifery regulations under the State Board of Registration for the Healing Arts; requires MO HealthNet reimbursement for midwife services at physician rates plus a home birth fee.
