Allows municipalities in certain charter counties (with populations exceeding specific thresholds) to approve projects without commission approval only by two-thirds governing body vote, limited to $3 million in economic activity taxes per project.

Restricts tax increment financing in economic development areas to infrastructure projects only, excluding buildings, and covering items such as highways, roads, bridges, sewers, water systems, and sidewalks.

Requires notice by mail and newspaper publication at least 10 days before adoption of post-hearing changes to redevelopment plans, and requires full public hearing procedures for changes that alter area boundaries or substantially affect land uses.
