Repeals and replaces section 541.033, RSMo, to establish prosecution venues for specific offenses.

Maintains existing venue rules for general state offenses: prosecution in the county where the offense is committed, or in any county where elements of the offense occurred if spanning multiple counties.

Expands venue options for identity theft offenses (sections 570.223, 570.224, and 575.120) to include the county where the victim resides or where the property was located.

Establishes four alternative venues for terrorist threat offenses against schools under section 574.115: the county where the offense occurred, any county where offense elements occurred, the county where the targeted school is located, or the county where the accused resides.
