Organizations, institutions, or facilities that perform abortions (except those necessary to save the mother's life) must file annual accountings of all Title X Public Health Service Act funds received with the Missouri Department of Health and Senior Services.

Accounting must identify each grant, describe the grant's purpose and services provided, account for exact amounts received and disbursed, identify disbursement recipients and purposes, and use unique identification numbers rather than patient names or social security numbers.

Department of Health and Senior Services shall provide accounting forms, promulgate regulations, and retain accountings for seven years.

County taxpayers may petition their county court for injunctions to enforce compliance, and courts may award reasonable attorney fees and court costs to prevailing taxpayers.
