Requires physicians to provide voluntary and informed consent procedures at least 24 hours before performing an abortion, except in medical emergencies.

Mandates that a physician or qualified professional conduct an active ultrasound of the unborn child and allow the woman to hear the heartbeat if audible, with the ultrasound reviewed with the woman before the abortion.

Requires presentation of specific printed materials provided by the department, including information on fetal development at two-week gestational increments, abortion methods and risks, alternatives to abortion, and father's child support obligations.

Establishes exemption from ultrasound requirements for victims of rape or incest who have reported the crime to law enforcement.

For abortions at 22 weeks gestational age or older, requires offering anesthesia or analgesic to the woman to minimize or alleviate fetal pain, and requires presentation of materials about fetal pain capability.
