Repeals and re-enacts 15 sections of Missouri law to replace outdated terminology "mental retardation" and "mentally retarded" with "intellectual disability" and "intellectual or developmental disability" throughout the statutes

Updates terminology in sections covering centers for independent living, health facility licensing, sheltered workshops, guardianship powers, mental health commitments, developmental disability services, and intermediate care facilities

Changes section 178.656 to refer to "intellectual" disability instead of "mental retardation" when listing types of disabilities served by independent living centers

Modifies section 565.030 to use "intellectual or developmental disability" when determining capital punishment eligibility in murder cases

Updates section 630.003 establishing the Department of Mental Health to require commission members with expertise in "intellectual or developmental disabilities" instead of the prior terminology
