Grants the Coordinating Board for Higher Education authority to enter into interstate reciprocity agreements for delivery of postsecondary distance education and to approve or disapprove applications from Missouri institutions to participate in such agreements.

Requires the Coordinating Board to establish approval standards including definitions of physical presence for non-Missouri institutions serving Missouri residents and consumer protection policies for distance education covering recruitment, tuition disclosure, admissions processes, and student complaint procedures.

Authorizes the Coordinating Board to establish policies for reviewing and resolving student complaints arising from distance education programs offered under reciprocity agreements.

Permits the Coordinating Board to charge fees to institutions applying to participate in interstate postsecondary distance education reciprocity agreements, not to exceed the cost of reviewing and evaluating applications.

Requires the Coordinating Board to promulgate rules implementing these provisions in compliance with Missouri's Administrative Procedure Act (Chapter 536).
