Guarantees the right to conduct and participate in rodeos in Missouri, prohibiting any law, ordinance, or rule from banning rodeos in the state.

Allows reasonable restrictions on rodeos regarding time, place, and manner consistent with other similar events.

Explicitly prohibits horse tripping during rodeos, defined as roping or using wire, pole, stick, or other objects to intentionally trip or cause equine animals to fall.

Grants rodeo promoters authority to establish fees, set rules for specific events, and determine qualifications and procedures for participation.

Exempts the bill from overriding protections under chapter 267 (animal protection laws).
