Repeals Section 217.690(3) which authorized the Board of Probation and Parole to charge offenders up to $60 per month for supervision on probation, parole, or conditional release.

Eliminates the discretionary authority to collect fees from offenders, waive fees, sanction offenders for nonpayment, and contract with private entities for fee collection services.

Removes the requirement that collected fees be deposited in the inmate fund and used for community corrections and intervention services including substance abuse treatment, mental health services, electronic monitoring, and employment placement.

Adds gender-neutral language ("or her/or she") to existing parole hearing and eligibility provisions.

Renumbers remaining subsections (4-12 become 3-11) related to parole eligibility, hearing procedures, victim notification, and educational requirements for parolees.
