Director of revenue must verify applicant is a Missouri resident and U.S. citizen or has lawful immigration status before issuing a driver's license.

Driver's license duration cannot exceed the applicant's lawful immigration status period in the United States.

Department must implement same-day service for license issuance and renewal by January 2, 2016, with licenses printed and issued at individual license offices at time of application.

Applicants may voluntarily make one-dollar donations to organ donor programs or blindness education programs during license application or renewal.

Persons 65 years and older who previously held a Missouri license are exempt from proving Missouri residency for renewal; applicants with 15+ years of prior licensure may receive one-time one-year renewal without required residency documents.
