Repeals and replaces section 37.020, RSMo, and creates new sections 37.760-37.770 relating to state contracts with minority and women-owned businesses.

Establishes the "Minority Business Enterprise and Women's Business Enterprise Oversight Review Committee" consisting of seven members: four appointed by the governor, one from the House, one from the Senate, and the commissioner of administration as ex officio member.

Requires the committee to conduct a study by December 31, 2015, to ensure participation from socially and economically disadvantaged minority or women's business enterprises in state contracts for supplies, services, and construction.

Directs the committee to compile a database of certified minority and women-owned businesses participating in state contracts, recommend alert systems for upcoming contract opportunities, and establish requirements for contractors to notify potential subcontractors from these enterprises.

Requires the Office of Administration to enforce committee requirements and promulgate implementing rules; the program automatically sunsets six years after enactment unless reauthorized by the General Assembly.
