Creates an 11-member Commission on Lethal Injection Administration within the office of administration, including legislators, prosecutors, defense attorneys, physicians, a pharmacist, and the state attorney general and public defender.

Commission shall review Missouri's lethal injection procedures and protocols, study lethal injection challenges, and analyze the legality and efficacy of drugs used in executions.

Commission must submit preliminary report by November 3, 2014 and final report by December 15, 2014 to the speaker, president pro tem, governor, and department of corrections.

Imposes moratorium on executions, death penalty warrants, and scheduled executions until the commission issues its final report and the department of corrections adopts and implements appropriate revisions to procedures and protocols.

Provisions expire December 31, 2014, and the bill is declared an emergency measure due to concerns about Missouri importing lethal injection drugs in violation of state and federal law.
