HB 1414 Summary

• Repeals and replaces sections 115.275, 115.279, and 115.291 of Missouri Revised Statutes relating to absentee voting procedures and eligibility.

• Adds "emergency worker" as a defined category of eligible absentee voters, defined as registered voters engaged in responding to an emergency declared in Missouri or any other state.

• Allows emergency workers to request absentee ballots until 5:00 p.m. on the Monday before the election if the emergency is declared after the normal deadline, and permits ballot delivery and return via mail, facsimile, or electronic transmission as requested.

• Requires absentee ballots cast by emergency workers to be received by the time polls close on election day to be counted.

• Contains an emergency clause making the act effective immediately upon passage or July 1, 2014, whichever is later, to allow application to elections before August 28, 2014.
