Prohibits local health departments from regulating food production at cottage food operations, though they must maintain complaint records.

Requires the Department of Health and Senior Services to establish labeling rules that include the operation's name and address and a statement that the food is not inspected by state or local health departments.

Prohibits cottage food operations from selling their products through the internet.
