Repeals and replaces section 536.016, RSMo, regarding state agency rulemaking procedures and requirements.

Requires state agencies to propose rules based on substantial evidence and a finding that the rule is necessary to carry out the purposes of the authorizing statute.

Mandates each state agency adopt procedures to determine rule necessity using reasonably available empirical data and include assessment of effectiveness and costs to the state and affected parties.

Requires each state agency to post proposed rules on its official website home page with a "proposed rules" hyperlink providing the rule text with fiscal notes, a summary not exceeding 100 words in neutral language, and a direct link to the full text in the Missouri register.
