Requires all firearm sales and transfers in Missouri to be processed through a licensed firearms dealer who must conduct a background check and create a record of each transaction.

Allows private parties to transfer firearms through a licensed dealer, who retains possession until legal requirements are met and may charge an administrative fee to cover costs.

Exempts law enforcement, military personnel, gunsmiths performing repairs, target range loans, hunting loans to minors, loans to adults accompanying the owner, firearms inherited within 60 days, and temporary family member possession not exceeding 14 consecutive days.

Establishes violation as a misdemeanor punishable by up to $1,000 fine or six months imprisonment, with penalties assessed for each day a violation continues.

Requires law enforcement agencies to report violations by licensed firearms dealers to the Attorney General, who must report to the federal Bureau of Alcohol, Tobacco, Firearms and Explosives.
