Repeals sections 550.040 and 550.060 related to criminal trial costs, eliminating provisions specifying whether the state, county, or prosecutor pays costs when defendants are acquitted or no indictment is found.

Adds gender-neutral language ("or her" and "or she") to sections 56.110 and 478.240 regarding prosecuting attorneys and judicial assignments.

Modifies section 478.240(2)(2) to allow a judge who conducted a preliminary hearing to also hear the felony trial if the defendant signs a written waiver permitting the same judge to hear both proceedings.

Adds assistant prosecuting and circuit attorneys and the executive director of the Missouri office of prosecution services to the cyber crime investigation grant program panel established in section 650.120.

Changes section 650.120(10) sunset provision from the Missouri sunset act automatic expiration to a fixed expiration date of August 28, 2024.
