Allows first responders, firefighters, or law enforcement personnel with a valid driver's license and prior experience driving emergency vehicles to operate ground ambulances in emergency situations requiring additional medical personnel, provided the ambulance service approves this practice in its operational policies.

Maintains existing requirement that ground ambulances be under supervision of a person holding a currently valid Missouri emergency medical technician license.

Preserves requirement that ground ambulances be staffed with at least two licensed individuals when transporting patients, except as provided in section 190.094.

Does not exempt first responders or law enforcement from holding an emergency medical technician license when they are acting in a capacity that requires such licensure.
