Expands MoSMART membership from five sitting sheriffs to include one active member of the Missouri Deputy Sheriff's Association, appointed by the governor from a list of five names submitted every two years by the Missouri Deputy Sheriff's Association.

Maintains existing MoSMART structure with five sheriffs appointed by the governor (no more than three from any one political party) from a list of twenty names submitted by the Missouri Sheriffs' Association board of directors every two years.

Requires MoSMART to meet at least twice each calendar year with additional meetings called by the chair upon request of at least two members; a majority of appointed members constitutes a quorum.

Preserves existing grant distribution provisions allowing the director of public safety to distribute 50-100% of the MoSMART Fund annually in approved grants, with grants capped at $100,000 per year per applicant.

Maintains funding priorities for multijurisdictional task forces, HIDTA-designated counties without prior assistance, and counties without HIDTA designations that demonstrate methamphetamine lab elimination needs.
