Repeals and replaces Missouri Revised Statute 105.510 to expand labor organization rights for public employees

Removes blanket exceptions that previously prohibited police, deputy sheriffs, Missouri State Highway Patrolmen, and teachers from forming and joining labor organizations

Grants police, deputy sheriffs, State Highway Patrolmen, and teachers the right to present proposals to public bodies regarding salaries and employment conditions through representatives of their choosing

Prohibits discharge or discrimination against employees exercising labor organization rights and bans coercion to join or refrain from joining such organizations

Allows excepted employees to form benevolent, social, or fraternal associations without membership restrictions based on race, creed, color, religion, or ancestry
