Establishes the "Fire Equipment Distributors Regulation and Licensing Law" to regulate fire equipment distributors and their employees engaged in servicing portable fire extinguishers and preengineered wet chemical or dry chemical fire suppression systems (excluding fire sprinkler systems).

Creates a 9-member Fire Equipment Distributors and Employees Advisory Board appointed by the governor with 6 distributor representatives, 2 fire service representatives, and 1 public member; board sets fees and promulgates rules for certification and licensing.

Requires fire equipment distributors to obtain Class A, B, or C certification based on services offered (Class A for portable extinguishers; Class B for wet chemical kitchen systems; Class C for dry chemical industrial systems), with liability insurance minimums of $300,000 to $1,000,000.

Mandates that distributor employees obtain Class 1-5 licenses or trainee permits based on equipment type and services performed, with varying training and examination requirements; trainees must work under direct supervision of licensed employees.

Establishes an appeal process allowing persons aggrieved by board or state fire marshal decisions to appeal within 15 days and seek judicial review under Chapter 536; effective date is January 1, 2014.
