Requires all public and private employers and business entities to enroll and actively participate in a federal work authorization program and verify employment eligibility of new hires.

Prohibits employers from knowingly employing unauthorized aliens; employers participating in federal work authorization programs have an affirmative defense against violations.

Establishes escalating penalties for violations: first violation results in 1-30 day license suspension; second violation results in 30 days to one year suspension; third violation results in permanent license suspension and revocation of business registration.

Requires businesses receiving state contracts over $5,000, tax credits, tax abatements, or state loans to sign affidavits confirming enrollment in federal work authorization program and non-employment of unauthorized aliens on an annual basis.

Allows the Attorney General to enforce violations through civil action in Cole County circuit court; complaints based solely on national origin, ethnicity, or race are deemed invalid and cannot be enforced.

Effective date: January 1, 2015.
