Requires the Department of Health and Senior Services to conduct annual on-site inspections of ambulatory surgical centers that perform second or third trimester abortions or five or more first trimester abortions per month.

Allows the department to delegate inspection powers to officials of political subdivisions with populations of at least 450,000 if deemed qualified, with findings submitted in written reports to the department.

Mandates that inspection and investigation reports be made available to the public, with redaction permitted only for information legally exempt from disclosure.
