Requires MO HealthNet to reimburse providers for behavioral, social, and psychophysiological services using CPT codes 96150-96154 (or successor codes) for prevention, treatment, or management of physical health problems, effective July 1, 2014.

Establishes that psychologists are eligible providers for behavior assessment and intervention reimbursement under this provision.

Makes reimbursement subject to appropriations by the general assembly.

Declares the act an emergency measure necessary for immediate preservation of public health, welfare, peace, and safety, effective July 1, 2014, or upon passage and approval, whichever is later.
