Repeals and replaces section 407.1095, RSMo, which defines telephone solicitation and related terms.

Expands the definition of "telephone solicitation" to include participation in informational surveys conducted by any state agency or parties acting on behalf of a state agency.

Maintains existing exceptions to telephone solicitation rules, including prior express permission, existing business relationships within 180 days, 501(c)(3) charitable organizations, federally-regulated entities, and licensed professionals.

Applies telephone solicitation regulations to voice calls, facsimile, SMS (short messaging service), and MMS (multimedia messaging service) communications.
