• State board of education shall adopt no more than 75 academic performance standards for public elementary and secondary education covering English language arts, mathematics, science, and history/governments.

• Work groups developing standards must include education professionals, parents appointed by legislative leadership, and members selected by various state officials and organizations; separate work groups required for grades K-5 and grades 6-12 in each subject area.

• State board must hold at least three public hearings during standard development with opportunity for testimony from educators, school boards, parents, business representatives, and the general public.

• State board prohibited from mandating specific curriculum or textbooks; local school boards retain authority to approve and adopt curricula, though they must ensure students meet state academic performance standards.

• Section 161.096 establishes requirements for student data privacy, accessibility, and security, prohibiting collection of certain sensitive data (juvenile records, biometric information, political affiliation, religion) and requiring privacy safeguards for vendor contracts.
