Prohibits homeowners' associations, common interest community associations, and condominium unit owners' associations from adopting bylaws or policies that prohibit installation of solar energy systems.

Prevents deed restrictions, covenants, or binding agreements from prohibiting solar energy system installation, though entities may determine specific roof location within 45 degrees east or west of due south without impairing system operation.

Requires associations to adopt an energy policy statement regarding solar system location, design, and architectural requirements within 120 days of receiving a request or application.

Requires associations to process solar energy system installation applications within 90 days of submission, with the deadline beginning only after an energy policy statement is adopted if one doesn't yet exist.

Establishes liability for willful violations, entitling applicants to actual damages and consequential damages, while exempting the act from application to buildings greater than 30 feet in height.
