Requires each school district to earn and annually maintain Energy Star certification for all school and administration buildings beginning January 1, 2015, under the Energy Star program co-sponsored by the U.S. Department of Energy and Environmental Protection Agency.

Mandates districts use the free Energy Star Portfolio Manager online tool to generate efficiency ratings and report results to the department within six months of completing each building's rating.

Requires districts to maintain a database of annual results and publish findings for each school building on the department's website on an ongoing basis.

Allows school districts to request a waiver and substitute a professional energy audit for the portfolio manager rating if paying an employee or contractor would create financial hardship, with audit results valid for up to five years at the department's discretion.

Violations are subject to penalties under section 162.091.
