Amends Missouri law to add section 135.1670 establishing conditions for economic incentives to businesses relocating from Kansas border counties (Douglas, Johnson, Miami, Wyandotte) to Missouri border counties.

Prohibits tax credits under multiple Missouri incentive programs and state withholding tax retention for jobs relocating from Kansas border counties to Missouri border counties, contingent on Kansas enacting reciprocal legislation or the governor issuing an executive order with the same prohibition.

Requires the Missouri Director of Economic Development to certify to the Governor and legislative leaders whether Kansas has enacted such prohibitive legislation or executive orders, with the restriction becoming effective only upon unanimous written affirmation from the Governor and legislative leaders.

Suspends the relocation restrictions if the Director certifies that Kansas is providing economic incentives for jobs relocating from Missouri border counties to Kansas border counties, unless Kansas ceases such incentives and the Director provides updated certification with unanimous affirmation.

Requires the Director to notify the state's revisor of statutes of all changes to whether the relocation restrictions are in effect.
