Creates a new criminal offense under Missouri law (section 574.117) for making threats to the security of buildings or public schools through knowingly false reports or causing false beliefs that trigger security procedures.

Applies to threats involving lockdowns, evacuations, quarantines, or closures of public schools, buildings, inhabitable structures, places of assembly, or transportation facilities.

Offense covers five scenarios: acting with purpose to cause disruption, acting with reckless disregard of disruption risk, acting with criminal negligence regarding disruption, acting with reckless disregard for victims' pain and suffering, or recklessly exposing internal security procedures.

Penalties are class C felony for violations under subsections 1-4, or class D felony for violations involving reckless exposure of security procedures.

Defines "lockdown" as a security procedure limiting movement in or out of specified locations, and includes express threats, implied threats, or withholding information that a threat is false.
