Repeals section 115.305 and enacts four new sections (115.325, 115.342, 115.346, and 115.363) relating to candidate qualifications and election procedures.

Requires candidates for public office to file an affidavit with the department of revenue affirming they are not delinquent in state income taxes, personal property taxes, real property taxes on their residence, or corporate officer taxes owed to the state.

Disqualifies candidates from election if they are delinquent in tax payments; the department of revenue must investigate complaints and give candidates 30 days to pay outstanding taxes or face disqualification and a bar from refiling for an entire election cycle.

Prohibits appointment to any public office for persons delinquent in state income taxes, personal property taxes, real property taxes on residence, or any county or municipal taxes or user fees.

Establishes that candidates for municipal office cannot be certified or appear on ballots if they are in arrears for unpaid city taxes or municipal user fees on the filing deadline.
