Establishes advance voting allowing registered voters to cast ballots in person at a central voting location beginning the third Wednesday before an election through the Wednesday before election day.

Requires election authorities to provide satellite voting sites for federal elections, with one site per 50,000 registered voters (maximum of six sites per jurisdiction), and permits smaller jurisdictions to establish satellite sites at their discretion.

Mandates advance voting hours during regular business hours (7:00 a.m. to 7:00 p.m.) including Saturday until 12:00 p.m., with procedures for casting and counting advance ballots matching absentee ballot procedures.

Keeps advance voting and absentee ballot application lists confidential until 8:00 a.m. on the Friday before the election in large jurisdictions, after which authorized persons (candidates, campaign representatives, and applicants) may access the lists for a reasonable fee.

Makes it a class four election offense for anyone who votes an advance ballot and then votes at the polls on election day, and requires election authorities to certify such violations to the verification board.

Establishes state general revenue funding for all advance voting implementation costs, effective January 1, 2015.
