Prohibits counties, cities, towns, villages, municipalities, state agencies, and political subdivisions from enacting or enforcing laws authorizing automated traffic enforcement systems beginning August 28, 2014

Bans the use of automated traffic enforcement systems to establish evidence of traffic signal violations, speeding, or other traffic law non-compliance on public streets, roads, or highways in Missouri

Prohibits the imposition or collection of civil or criminal fines, fees, or penalties based on automated traffic enforcement system evidence

Requires any political subdivision with an existing automated traffic enforcement system installation or maintenance contract as of August 28, 2014 to complete or terminate the contract by September 1, 2015

Defines "automated traffic enforcement system" as a camera or optical device designed to record images of vehicles, operators, license plates, or other evidence to establish traffic law violations
