Requires school districts, charter schools, and the Department of Elementary and Secondary Education to obtain explicit, itemized parental consent before collecting any personally identifiable student data.

Prohibits collection, tracking, housing, reporting, or sharing of student or family data related to religion, political party affiliation, psychometric data, biometric information, or voting history with the federal government or private vendors.

Defines "personally identifiable student data" to include names, addresses, Social Security numbers, biometric records, dates of birth, and any information that could reasonably identify a student when combined with other data.

Requires schools and the department to implement data collection policies that justify necessity, limit access to authorized individuals, protect shared data, implement security frameworks, and provide public and parental notice about data practices.

Mandates compliance with existing state and federal privacy laws including Missouri's Sunshine Law (Chapter 610) and federal education privacy statutes (20 U.S.C. Sections 7911, 9572, and 9573).
