Governor shall establish the Missouri State Guard if the Missouri National Guard or a major portion is called into active federal service, alerted for federal service, or for any other reason the governor deems necessary.

Missouri State Guard shall be governed by Missouri National Guard laws insofar as practicable, with the governor issuing rules for its administration and organization.

All members must complete annual training of at least one weekend per year covering homeland security, emergency relief, search and rescue, and natural disaster relief.

All members shall be volunteers responsible for purchasing their own uniforms and equipment, and shall not be exempt from federal draft by the President of the United States.

Appropriations made to the Missouri National Guard may be used for establishment and maintenance of the Missouri State Guard, including any unexpended funds.
