Creates new offense of "unlawful internet communication with a minor" under Missouri law (section 566.157)

Applies to individuals convicted of sex crimes, child exploitation, or child pornography offenses who knowingly violate probation/parole/supervised release conditions prohibiting contact with children under 16 via social networking websites or instant messaging/chat programs

Defines "social networking website" as sites allowing user profiles available to the public with communication mechanisms, excluding photo-sharing, email-only, commerce, news, or government websites

Punishable as a class A misdemeanor for first offense, escalating to class D felony for repeat offenses

Provides affirmative defense if the person reasonably believed the child was at least 16 years of age
