Allows mothers to breast-feed or express breast milk in any public or private location where otherwise authorized, with as much discretion as possible.

Specifies that breast-feeding or expressing breast milk shall not be considered sexual conduct, sexual contact, public indecency, indecent exposure, lewd touching, or obscenity under state law.

Prohibits municipalities from enacting ordinances that restrict or prohibit breast-feeding or milk expression, and requires that local indecency and obscenity terms exclude breast-feeding activities.

Adds nursing mothers to the list of persons who may be excused from jury duty upon request without having to demonstrate undue hardship.

Modifies jury duty hardship standards to require documentation and specifies that absence from employment alone does not constitute undue hardship.
