Repeals and replaces section 105.473 relating to lobbyist registration and reporting requirements with the Missouri Ethics Commission.

Requires lobbyists to disclose on registration forms whether they are required to register under sections 589.400 to 589.425 (sexual offender registration requirements).

Maintains existing lobbyist registration deadlines of January 5th annually or within 5 days of beginning lobbying activities, with a $10 filing fee.

Requires monthly expenditure reports due by the 10th of each following month, detailing spending on public officials, entertainment, meals, gifts, and other lobbying-related expenses.

Clarifies penalties for violations, including civil penalties up to $10,000 for knowingly employing unregistered lobbyists and class A misdemeanor for knowingly omitting, concealing, or falsifying required information.
