• Prohibits trucks registered for a gross weight exceeding 48,000 pounds from driving in the far left-hand lane on interstate highways, freeways, or expressways within urbanized areas with three or more lanes, except when following traffic control devices or when the right roadway is closed for construction.

• Establishes that convictions based solely on automated traffic enforcement system evidence carry no point value under the driver licensing system and must not be reported to the Department of Revenue.

• Limits violations charged solely on automated traffic enforcement system evidence to civil infractions with fines not exceeding $135, regardless of whether the same conduct would constitute a misdemeanor under state law.

• Requires jurisdictions using automated traffic enforcement systems to obtain ordinances, contracts with road agencies, engineering reviews, POST-certified officer review, and advance warning signage before issuing citations.

• Creates emergency utility response permits allowing the Department of Transportation to authorize transport of utility equipment needed for disaster recovery repairs on state roads at any time, with verbal approval permitted under exigent circumstances.
