Creates the "Missouri Startup Cloud" program to distribute business financial products from financing providers to Missouri-based businesses and promote starting, expanding, or relocating businesses in Missouri.

Requires the Department of Economic Development to create and maintain an independent website where business financing providers can post available financial products and services free of charge within 90 days of the act's effective date.

If the department fails to create the website within 90 days, it must contract with an internet website development company; the developer bears all costs and receives no state compensation but may retain advertising revenue from approved advertisers.

Grants the department authority to terminate any contract at its discretion or for non-compliance, with the state retaining exclusive ownership of all website content including creative materials, copyrights, photographs, and illustrations.

Authorizes the Department of Economic Development to promulgate rules necessary to implement the program provisions under chapter 536.
