Creates new Section 115.131 in Missouri law governing tie votes in primary elections for county offices.

Allows tied primary candidates to appear on the general election ballot without party designation if they do not mutually agree to resolve the tie by lottery, withdrawal, or another method.

Applies only when the tied primary candidates are the only eligible candidates for the county office because all other political party or independent candidates failed to meet filing requirements.

Requires any tie vote in a political party primary to be resolved under Section 115.515 if the general election becomes contested as a result of this section.
