Prohibits funding companies from paying referral fees to attorneys or medical providers, making false advertising, referring consumers to specific attorneys, or interfering with legal claim decisions, which remain solely with the consumer and attorney

Requires funded amounts to be repaid only from legal claim proceeds based on predetermined time intervals rather than a percentage of recovery, with non-recourse provisions if the claim yields no proceeds

Mandates registration of civil justice funding companies with the Department of Insurance, including a $500 initial application fee and $200 renewal fee every two years, with possible bond requirements up to $50,000
