Allows mothers to breast-feed or express breast milk in any public or private location where they are otherwise authorized to be, with discretion as much as possible.

Specifies that breast-feeding or expressing breast milk shall not constitute sexual conduct, indecent exposure, public indecency, or obscenity under state or municipal law.

Prohibits municipalities from enacting ordinances that restrict or prohibit mothers from breast-feeding or expressing breast milk in authorized locations.

Allows nursing mothers to be excused from jury service upon request with a written physician's statement certifying she is a nursing mother.
