Adds gifted education pupil count to Missouri's school funding formula, effective July 1, 2015, weighting gifted students at 0.6 (60 percent) above a district's gifted threshold.

Defines "gifted education pupil count" as pupils qualifying as gifted under section 162.675 who are enrolled and participated in a state-approved gifted education program by June 1 of the preceding academic year.

Establishes "gifted threshold" calculated by dividing the total gifted pupil count in performance districts (those in the middle 90 percent by average daily attendance) by their total average daily attendance.

Requires school districts to use gifted education funding directly for gifted education programs; violations result in repayment of aid plus a 100 percent penalty.

Applies the gifted weighting formula to both regular school districts and special districts in counties with charter governments and over one million inhabitants.
