Repeals and reenacts section 29.235, RSMo, to modify the State Auditor's authority to examine books, accounts, records, reports, and vouchers of state agencies and entities subject to audit.

Requires the State Auditor to comply with state and federal financial privacy requirements, including chapter 408 provisions, before accessing financial records.

Mandates that the State Auditor or other public entity reimburse reasonable documentation and production costs for examination of records pertaining to grant or contract amounts and amounts received or handled on behalf of the federal government or state.

Requires all grant agreements entered into by state agencies or political subdivisions to include a clause describing the State Auditor's authority to examine and inspect property, equipment, and facilities purchased with grant funds.

Limits the State Auditor's authority to review state tax returns only to the extent permitted under section 32.057, preventing violations of tax law confidentiality provisions.
