Requires cities or political subdivisions expanding solid waste collection services into areas currently served by private entities to notify those private entities by certified mail of their intent.

Prohibits cities or political subdivisions from commencing solid waste collection in such areas for at least two years from the effective date of annexation or notice of intent, unless they contract with existing private entities to continue services during that period.

Requires that if services under a contract are substantially the same as previously provided, the city must pay the private entity at least equal to the amount the entity would have received for providing those services during the contract period.

Mandates that private entities serving fifty or more residential accounts or any commercial accounts must provide requested information about their operations within thirty days to help cities determine the scope of potential contracts.

Requires cities or political subdivisions intending to expand solid waste collection services into areas currently served by private entities to put that expansion to a vote of the people in the affected area.
